How to become a team/brand administrator?

Just login as a seller/customer, on whatever site you're interested in. Then write an email or a comment.

How to let others join your team?

The team-id (see image 2) should be handed out to all the potential team members. They should, in turn, enter it in their seller (or customer)-settings (see image 3) and press save.

When this is done they appear in the team-administrators list (see image 2) where the administrator can approve them.
